We usually think that Tajweed is all about makhaarij but its not the case. Even if we know where a letter comes from, we still need to know the Sifaat, because many Arabic letters share the same or a very close makhraj. Their Sifaat are what distinguish them.
As it is said that:
Makhaarij give a letter its identity, while Sifaat give that letter its personality.
